An empty panel and a dead verifier look identical, which is why the KPI reports 31 of 31 runs rather than "0 problems". Trust the run count, not this space.

i3 never edits and never deletes. A mistake is fixed by a compensating entry (ruling L4), so this log never has to record "what changed" on a row, because no row ever changes.
That makes retention free of judgement. There is no purge job, because a purge would break the chain and the chain is the evidence. The KPI reads inf because it is a structural fact, not a policy setting somebody could quietly lower.
